3. Attendance :
Was attended by 58 audiences from diverse organizations who were literary minders, linguists, authors, artists, youth activists, teachers and students from various areas in Malaysia and Singapore (still under the alliance of the Malaya). The attendances from Malaysia were from Johore (Johor), Negeri Sembilan, Kelantan, Kedah, Penang, Perak and Malacca (is known as Melaka at the present time). There were 86 observers from different publishing houses attended the meeting.
4. The description of the meeting :
Mrs. Hajjah Zain opened the congress; a speech by Mr. Z‘aba was also addressed in the beginning. Two meetings took place on the first day; one of them resulted in a charter. A plenary session on the position of the Rumi and Jawi letters was held on the second day. Some of the decisions were reached by votes.
5. Miscellaneous :
This congress was suggested by the 50‘s literary minders who were united in an organization known as the Kerabat Kongress. Therefore, the meeting mostly aimed to focus on the interest of the Kerabat Kongress.
II. The topics of the meeting :
Even though there was not a clear working paper, the congress discussed and gained decision on the Rumi letter (Latin) and the Jawi (Malayan Arab). The congress also pronounced a charter known as PIAGAM CONGRESS.

There was not even a single article presented during the meeting.

Congress Charter
THE ARTICLES OF ASSOCIATION OF THE MALAYAN LITERATURE CONGRESS
1. The Purpose of the Congress :
- To unite all of the organizations of the Malayan belles-letters around the Malay, Singapore, and the North Borneo.
- To reach the final decision on the improvement of the Malayan language and literatures, and to defend the rights of the authors, literary minders and the linguists.
2. The regulation of the congress :
- The congress is held based on the suggestion of an organization or more.
- The organization(s) who suggested the need of a meeting to be held will directly become the committee and therefore provide the place and other preparations including the invitation for the attendances.
3. The rules :
- All of the organizations who join the membership of the Kerabat Kongress are strongly required to respect any final decision.
- All of the members of the Kerabat Kongress are expected to act on the decision reached by the congress in order to improve the Malayan language and literature.
- The final decision of the congress is agreed upon all of the members
- The decision of the congress will be reached by voting
- Each of organization is only given one chance to vote.
